EU packaging EPR guide: Register and pay EPR fees where packaging first sold (2026)
A producer must register and report to the national authorities as set out in Article 44, and pay the EPR fee in the Member State where the packaging is expected to become waste. Under Article 45(1) the producer also bears the costs of collecting and recovering packaging waste, and it can meet its EPR obligations on its own or collectively through a producer responsibility organisation. Under Article 44(10), the party fulfilling EPR must submit the Annex IX, Part B, point 3 information to the competent authority each year, covering the preceding calendar year.
