The restrictions apply to chemicals banned or severely restricted within the EU, ensuring producers cannot circumvent domestic regulations by redirecting hazardous materials to external markets. Producers must verify the regulatory status of their chemical products in destination countries before export and maintain compliance documentation. These rules strengthen extended producer responsibility by requiring manufacturers to account for full product lifecycle impacts. Non-compliance carries significant penalties including shipment seizure, export license revocation, and administrative fines. Producer chemical management plans and safety data sheets must be updated to reflect new export restrictions.
